The government on Wednesday adopted a revised action plan for fulling the remaining tasks identified in the latest report of the European Commission, and the new plan envisages the meeting of a majority of those tasks by the New Year, with only a few, such as the construction of border crossings near the Bosnian town of Neum, to be left for realisation in 2013.
Foreign Minister Vesna Pusic said that the main point of the plan was to reinforce the administrative capacity, that is, to employ highly-skilled staff that would carry out those reforms.
The state administration has too many employees but few highly-skilled personnel who are able to implement those tasks, Pusic said.
Urgent measures should be taken regarding the employment of the border police force, translation of documents from the European Union acquis communautaire, and adoption of new legislative framework to facilitate the implementation of court rulings and reduce court backlogs in foreclosure and distraint cases.
Some of the tasks are nearing completion such as by-laws for the police, the establishment of the conflict of interest commission and the adoption of access to information legislation.
The completion of border crossings at Klek and Zaton Donji at the entrance and the exit of the only Bosnian coastal city of Neum is scheduled for April 2013, so that they may start functioning normally on 1 July 2013, Pusic said.
Prime Minister Zoran Milanovic instructed the relevant ministries to prepare reports on the plan for next week. He said that meetings would be held frequently so that a majority of the tasks would be finalised by the end of this year.
