Prime Minister Jadranka Kosor announced on Thursday that next week the government would propose amendments to the Distraint Act to facilitate the position of citizens whose property was subject to distraint.

About 165,000 accounts of citizens are currently blocked, and citizens have opened 78,142 special accounts for income exempt from distraint, according to figures from the Financial Agency (FINA).

Payments that are exempt from distraint under law include welfare, unemployment and child benefits, scholarships, damages for impaired health, work capacity or death, and disability allowances. If a person's monthly income is below the average net salary, two-thirds of the income are not subject to distraint.
