Kosovo-Serbia agreement on freedom of movement goes into force

A free movement agreement, which Kosovo and Serbia recently reached at negotiations in Brussels, came into force on Monday, enabling Kosovo citizens to enter Serbia with identity cards issued by the Kosovo authorities, the Pristina-based media reported.

The local media reported that travellers with proper identity documents would have no problems when passing border crossings between Kosovo and Serbia and quoted the Kosovo insurance office as saying that insurance charge of 60 euros would be paid for vehicles coming from Serbia to Kosovo with the insurance policy being valid 15 days. The same insurance charge is applied on cars with Kosovo licence plates entering Serbia.

Cars with the Republic of Kosovo - RSK licence plates, which are not covered by the agreement, can also enter Serbia after they are provided with temporary licence plates at border crossings. The issuance of those plates cost 3,000 dinars plus 500 dinars per day of stay in Serbia.

The agreement cannot be applied on the border crossings of Jarinje and Brnjak, still obstructed by roadblocks set up by disgruntled local Serbs who are opposed to the establishment of the Kosovo authorities in the north of the youngest European country.

Ethnic Albanians populating the areas of Presevo, Bujanovac and Medvedje in the south of Serbia have criticised the payment of car insurance which they deem to be too high given that they pass the border every day.
